How do i get Order of Embers reputation?

I need Friendly with Order of Embers to unlock World Quests at 120, but i’ve done more then 20 quests in Drustwar, still no rep with this faction. If i click my character, then Reputation i don’t see Order of Embers on my track menu. What am i doing wrong?

As I recall it, the Order of Embers doesn’t exist when you start Drustvar. You help Lucille Waycrest re-establish it as part of the chain, and when you do, you immediately get Friendly with it.

and if you look down at the comments, you see the whole quest chain leading to it.
