Posting such content is not allowed in the forums, as it would tempt other people to follow malicious links, and thus endangering their account security.

If you want to report a player that sent you a malicious whisper with a link in-game, please use the right-click feature on their name and select “Report player > Spam”.

As other players already explained, there is no way to speed up the reputation system in the forums, but also the forums are not the best place to report malicious behaviours.
