How do i unlock zalarek cavern? (Valarek)

I’m look for the NPC Valarek to downgrade my crests, can’t find him, not sure how to unlock or where zalrek cavern is

You need to go through some basic storyline for that. My first guess would be, go up the tower in valdrakken and see if alexstrasza has a quest. It is possible you first need to open a previous one like the forbidden reach.
