How do people do this?

So every DMF I see a bunch of characters either huddled up or spread through the island fishing. This is usually a bunch of level 10s. They cast and reel in almost at the same time. How do they do this and is this even okay? Is this botting or cheating?

I have taken screenshots but this forum won’t let me post them.
