How do you change your outfits without transmogrifier? (at low level)

I’ve seen quite a few now change their outfits at the starting zone when starting a new character, but I’m curious, how do they do that?

Perhaps a toy that changes their appearance?
If it’s an area accessible by higher level mobs then they can use the transmog on the Yak mount.

It’s possible they mail themselves this

Or perhaps you’re just talking about them making a bunch of heirlooms.
