You either need trust level 3 or you can just wrap the link in the </> command along the top of the reply box when writing your message.
Oh, trust level? How do I know what level I am?
If you go to your summary:
it should say your trust level in the same section as your joined and post count stats.
I believe “Regular” is level 3 and “member” is level 2.

What type of link?
Some websites are verified and can be posted by anyone, I am member also. Such as WoW related links.
Maybe “member” is level three but I’m pretty sure I’m not L3 I got suspended a month back. 
and that wipes it.
Today I posted a video from youtube and it wasn’t wow related.
Or put ` either end of your link. Like this:

I’m TL3 and I can post things like gifs etc also that a TL2 can’t.
