How do you return to storm phase on the Siren Isle?

How can I return to storm phase on the Siren Isle. The google says “Once you unlock access to the Siren Isle storm phase, you can enter the storm anytime by talking to Sally Boltwrench at the Flotsam Shoal in Siren Isle.” However, in the game she does not have any option to choose. Only sells one item

There’s two Boltwrench Goblins. One is stood just behind the inn tent and sells the rocket boost. The other is a little further back stood on a rock surrounded by water.
