Heirlooms are upgraded with their own specific system
You can find the vendor for the upgrade tokens (and other heirlooms) on top of the main gate of Orgrimmar or in old timey whimey Undercity for Horde.

no vendor on my orgrimmar main gate only 4 guards

Coords are from a google search. I know this is the correct vendor, because I just upgraded mine. Cost is 5k gold per level, so 10k to max out at current level.
If you are confused as to which item to buy for the upgrade path, then the ring is classed as an armor piece. The first to buy should be able to upgrade to lvl 59 and then another to 69.
Alternatively you can buy these for time walking badges at the respective vendor. The current vendor is in Dalaran. Just use your Dalaran hearth to get the right one.
The vendor is on the upper floor of gate not on the ground .you will have to fly on your mount to reach him .
Heirloom upgrades for alliance is in Ironforge.
But also remember in weeks with timewalking… also the token vendor of the week has upgrade items. No new looms, but all the upgrade items for both weapons and armor up to currently max at lvl 70.
(Got to be lvl 70 to buy the highest ones.)

Alternatively to those vendors, there is currently a timewalking event up.
All Timewalking vendors sell heirloom upgrades for timewalking badges.

Looking forward to the next TW event where I can buy the last mount I need and then upgrade my heirlooms and get rid of all these lvl 60 upgrade items I accidently bought without buying the previous ones!

I think Darkmoon Faire also do some but I’m not sure if that goes to max or not.
