which makes very little sense considering 99.9 % of the troops we see on argus are lightforged not regular ones

I assume the Vindicaar wasn’t empty when it launched for Argus. The normal Draenei may be a bit misrepresented on Arus, but when you first land you see the Draenei at least have a sizeable force on Argus.
