Just returned after a 2-year absence.
I cannot see how the Guild Leader can access the Guild Control Panel.
Can anyone help? Thank you 
(When I last played, the Guild Leader just had to open the guild Panel and use the Roster or Info tabs. But these tabs seem to have disappeared)
Click on Guild & Communities on the icon bar in the lower part of your screen. Then choose roster tab on the right side of the window that opened. At the bottom you see Guild Settings. That’s what you look for I believe.

I’m not sure what you mean by “the lower part of your screen”.
When I go to the Bank and open the Guild Vault, I get a window.
At the bottom of the window there are the following tabs: Guild bank, Log, Money Log, Info. (None of these give access to Roster).
On the right of the window there are just the tabs you buy to get extra bank space.
Press ‘J’ on your keyboard, this brings up the guild and community ui. From there you can follow Dunsparrow instructions.

Lol, the icon bar at the lower part of the screen is exactly what I said. You do have the icons for your character etc there and they have been there since vanilla. It seems quite obvious to me.
