My main is 740 alrady, which felt fast.
But my alt struggles to get anything above 610 as it just doesnt seem to drop sand ever.
How are alts, or even new people, expected to catch up?
just an observation,
sand has higher priority to drop if your artifact item level drops below your character’s total item level.
if your artifact drops a LOT below your char ilvl, then you get a blue version of the sands which gives an even bigger Ilvl bump on your weapon.
if you use motes, you should always be getting upgrades
so my suggestion is that, at low item level do not prioritize bis trinkets/rings over higher ilvl ones
always equip higher ilvl until you reach 740
then start looking for the correct accessories.
additionally, i’ve seen people mentioning sands being bugged
it did not happen to me so far and i’ve levelled like 7 alts already to 80.
unfortunately, there is no “catch up”
you need to do the exact same gear grind on your alts as how you did it on your main.
I recently started Remix and i have 660 ilvl at 12 hrs /played at 80.
No idea if that is fast, But feels decent pace.
Tho i wish to get 740 soon so that i might not be as useless in raids anymore.
I’m waiting for them to inevitably buff the heck out of it in the next few weeks. Doesn’t feel right the way it is currently.
I need three chars to 620, preferably to 640+ for easy ToV Mythic invite to get the Deathless mog. After 584 it is the same ilvl grind like with main, small jumps in +3-6 ilvl increments per item slot. So many many boxes and motes…
Had no issue doing this with my Remix main up to 740 as well I have no issue with grinding IP there, for alts it just feels like meh. On the other hand the Deathless mog is formerly a challenge reward, so a bit of work for it cannot hurt 
Still think it should not be available at all, could have saved me from the work of semi-gearing three additional toons, but now I cannot resist
you don’t really need to worry about gear
i already did all 4 armor types
3 of them on alts with 580 ilvl
just queue into TOV mythic eventually you will get an invite, or just make your own group and call it fast run or blast or whatever
also if you got a geared friend he can queue with you, get you into the raid then leave like few seconds later. (keep it hush hush :P)

EDIT: tried yesterday and nobody invited me for over half an hour applying to Mythic ToV groups (with ilvl 581) 
Harsh feeling when you know you have boosted already so many people during your daily runs with your OP main 
Ok tried once again with ilvl 587, but did not get into any Mythic ToV group at all after over half nad hour applying 
Too bad, seems like getting the alts to 620-640 will be mandatory

you can always start your own raid
it fills up quite fast and nobody cares about your ilvl
