Real life threats you take to the police probably. In game harrasment can and should be reported to blizzard using the in game report function.
Tell her to contact a GM and include screenshots with timestamps of when the harassment happended. The more ss with timestamps. The more blizz will definitely consider taking action.

Immediately contact the GMs. Blizzard has an absolutely zero tolerance for such behavior, and if appropriate might involve authorities.
Very good, i hope blizz takes her seriously. No one should be humilated when they don’t play the game. No matter where they go.

Sometimes people are hard in this game, and there’s no way to please them what so ever, just don’t give up when forming the guild, you will soon see you have that type of good players that they will appreciate you as well, give it some time.
As others have stated get your friend to contact a GM. Put the person on ignore, it should stop the messages coming through but they will take action if there are real life threats or harassment going on.
During BfA I was being sexually harassed and they were very good at dealing with the person and making it stop.

Sad that some people have to do this, but like others said, get a GM involved and take screenshots for evidence.

This is a 100% guaranteed banreason if you friend provides a screenshot.
No matter if X person is on the other side of the planet that Y person is, there will be still a ban. Blizzard takes these things seriously
A screenshot is great but Blizz will still need to check in their own logs too. Any details you can give them of what when etc will help.
If the harassment is also taking place on other platforms, like discord for example, you will need to report the person to discord itself too.
If the screenshot contains the timestamp then it makes it easier for Blizzard to check their own records.
