You can go to old Azeroth, and do low lvl quests there. Not sure if it was in TBC or WotLK they changed it so even grey quest gives full rep. At 80 you can Blitz through a 1-10 zones in less than 30 minutes getting several thousands rep with that faction. If you do a faction quest that is not in a starter zone, (1-10), you also get 25% spillover to all the other factions.
