Screen tearing occurs when the fps of the game is a lot higher than the hz refresh rate of your screen.
E.g. you have a 60hz panel and the game is running at 120fps.
If you don’t have vsynch or anything like that just go into the WoW setting and ensure the foreground/background fps are set at no more than the hz rating of your monitor/panel.

Not true, it can also happen with lower framerate, only requires that the framerate isn’t some nice multiple of the screen’s refresh rate.

Wrong. If you aren’t synchronized with the vertical blank of your monitor, you will still have tearing, it will just not move as much as if you has a non multiple frequency. Your monitor will display half the previous and half the next image, the separation being somewhere on the screen, and it is definitely visible.
Oof genuinely didn’t know that, I prefer Borderless Window anyway due to dual monitor setup.

You’re wrong by saying that there won’t be tearing if you are at “1, 2, 5, 6, 10, 15, 20, 30, 60, 120, 240 FPS”. Unless you are very lucky, there will be, it will just not move around like for other frequencies.

that laptop is insanely bad. Honestly just pick up a 2nd hand one with much better specs for like £150. It doesn’t matter how much you tweak/drop settings on that. You’ll never get a solid 30fps, and when there;s more people later on in the game on your screen, it’s gonna be unplayable. To put it into perspective, my mobile phone is way powerfuller then that laptop.
I use Samsung Book 12 because it only consumes around 25W of power. On this “computer/tablet” I play Auction House and do casual solo tasks like questing and professions. I do this to save money on the power bill which then can pay the subs.
I also have an Acer Aspire V3-571g laptop (with 8GB RAM and Nvidia 640M with 2GB) which runs much much smoother but consumes around 90W. I have an external monitor that runs in a much lower resolution than the native one. This also helps with performance. I use this option when exploring, group questing/dungeons, etc.
And then I also have a monster PC with 32GB RAM and GTX 1070 (8GB video RAM), which can run almost any game with no lag. I rarely use this computer because it stinks of electronics, exacerbates my EMF sensitivity (pins and needles when using mouse + keyb) and has a PSU of 700+ Watts!
If the cost of running your PC is an issue you’ve got some bigger problems
My 8600K, RTX2080 system with 3 HDDs and two monitors costs about as much as a game sub a month to run…

Upgrade to a proper monitor and make sure you have good enough fps to support it.
I run pg279q wich is 165hz but even 144hz is enough i only went with this one cuz its an IPS panel.
Forget about playing WoW on a potato. People with RTX 2060 having FPS drops and you are surprised that your computer can’t handle V-sync even tho you have no real graphic card.
Honestly to play any game on a laptop is usually a big pain in the a**
So yeah, just accept that laptops are not the best option.
Anyway I hope you will find a way to enjoy the game so it is not too troublesome.
Save yourself the effort OP.
Fiddling around with an intel HD graphics won’t magically fix your tearing.
The other parts you’re working with aren’t really improving that either.
Another thing you should keep in mind is the specs of the actual monitor.
Vertical sync or any form of syncing isn’t a decrease of performance but it just creates input delay.
Vertical sync in general just adds more than his more recent brothers.
You can play around with the scaling abit, but i doubt you’ll eliminate tearing with it.
I’ve scratched my head over it so many times when i first started cs go, because i was used to playing source on a CRT monitor.
So i just picked up some better hardware and a better monitor because it made me sick to my stomach, often late nights of trying “fixes”.
