Go to Auction House,under the “item enchantments” section you will have enchants for pieces of item you need/miss.
There is an Enchanting Profession that can add buffs to certain items. This buff can be put onto scrolls and sold on the AH.
So you might get an enchantmet that adds a “+ Speed and + Versatility” to a cloak.
Some items come with a Socket into which you can place a gem. These gems also have buffs such as “+ X Agility”.
These gems are made by Jewelcrafting profession and can also be put on the AH.
I hope this has cleared things up a little.

Gems and Enchants can be bought on the AH.
Holding shift and right-clicking on a piece of gear with a gem socket opens the window to place the gems. The gems are then dragged from your bag into the slots, and the “Socket Gems” button is pressed to apply the gems. If you want to replace a gem you do the same process and then just drop it on top of the existing gem and the old gem is destroyed.
Enchants can be bought off the auction house and applied.

It sounds as though he may have the enchant or something but is asking how to apply it and to what.
If that’s the case, it would help if we knew what you have.
To me it sounds that you dont know HOW ot apply echants and gems to your items.
If that is the case then here how you do it…
Enchants. Rightclick on the enchantment in your bags. You get a glowing pointer.
Go to your inventory and hover over the item you want to enchant and left click on it.
The enchantment should be applied.
Gems. Now you can only attach gems to items with gem slots. You can easily see if they have one by hovering over the item in your inventory.
If it indeed do have a gem slot, Push SHift+Rightclick to open the attachment box. Then you drag the gem you want from your inventory to the slot and commit.
For enchantments they are slot specific so you cant enchant a pair of gloves with an enchant made for legs, for example.
Gems, you really need to know wich stats you want.

Both gems and enchants can be found in the AH for purchase if you cant crafte them yourself.
Adding to this all necks in DF can have three sockets added to them using the “Tiered setting” item, also purchasable from the auction house.
Yup there is that as well.
