How could this be possible? Just switching the loot to outlaw?
Also, where should I be farming the gear?

Its really hard due to weapons being different (outlaw not daggers, assa requiring daggers.). What I do is i enchant and gem for Sin and play outlaw given I have only one set of rings, trinkets etc (except azerite armor).
The ideal scenario is to hoard azerite armor and play with what you have, sim what you have for the best case scenario based on what content your doing. You can sim gear you have on you using
https://raidbots.com/simbot/topgear this will let you sim for any scenario while giving you the best gear you have on you for the scenario. What you will find is if you have a high ilvl dagger to replace your off hand as outlaw as its a overall dps increase (dont replace main hand however with a dagger as outlaw!)
