How to get "Threads of Fate"?

I’m trying to find out how we get the “Threads of Fate” quest, to bypass the Shadowlands campaign. I’m running a paladin that has allready done severall quests; that I simply running around has me at lvl 54, but I still can’t get that quest, or access to dungeons…

(I’ve allready done the campaign on my main, and boosted 3 other characters)

They removed that with dragonflight and if you access shadowlands before level cap you just get locked into the campaign until you do it it seems.

OMG! You serious?!.. but I can’t even see queues for the dungeons…
