How to level battle pets from level 19 to 22? Can’t find any zones for those levels

The best thing to do is to go to a zone with higher level pet masters, and put the pet you want to level in the 1st slot, when the battle begins switch to your powerful pet, and once you’ve defeated the pet master, the pet you swapped in the beginning will get the XP

Level them at the npc in the Anniversary hub.
She gives mega XP, & you can level a pet from 1 to 25 in a few battles.
She’s the middle one of the three pet npc’s.

Squirt? I remember her from WoD Garrisons battles. She could be… infuriating at times, especially when her pets would get 5 crits in a row.
I managed to go to more high level zones and do the battles. Leveled yesterday my first 25s

The Tamers in WoD zones are pretty good for leveling. But their quests are once a day. So I plant alts there and do them.
Ashlei in Shadowmoon Valley can be soloed by a Mechanical Dragonling (and similar) and when you explode the dragonling at the end of the fight all the xp goes to two other pets. 1st battle will take them to 10, next to 14, then another couple of days up to 25. A little slow I know but can be done in the background of your usual day to day play.
