Just got a new PC and I want to move my UI accross to the new PC, do I need to move anything other than the “Interface” folder?
WTF folder def. also needs to be copied because some settings are saved there. Not sure about the cache folder…
But, just out of curiosity, why not just migrate the entire installation folder? It´s almost certainly faster than a full reinstall via webDL… 
for no other reason than new pc fresh instalation
Because of how WoW data is handled it’s best to do a fresh install every few years anyway to free up space and make the game a bit less laggy.
