Sure!
Type N (not into the chat box) or click the “Specialization and Talents” button on the bottom row of your screen.
On the window that pops up, just click the spec you want to switch to. You can do this at any time.

Well almost any time, you need to be in certain areas, cities, inns those kind of places that give you rest XP quicker, a zzz symbol appears near your character portrait.
OP asked about Spec, not Talents.
Waynelor, you can change Spec anywhere (except in some specialised instances) but on the right of your specs you will see a grid of Talents that open up as you level. You can look up what they do and what’s good at icy-veins.com - for example
Talents can be changed only in a Rested area, like Dottie said, or by using a special item. Mostly, while levelling, you will pick a set of Talents for each spec and stick with them though, so that should not be a problem.
