You can only make a ticket, if it is something that support are allowed to intervene over. Most things are now “self service”.
If you are having problems finding a path to be able to make out a ticket, then it is probably something that support can’t assist with anyway.
However if you say here, if you are willing and able, what the problem is you want assistance with, someone might be able to direct you to how to make a ticket.
I’m having trouble with Draenor flying.
After talking to my guild mates and people on the forum, I noticed that I should be able to fly, but can’t.
Unless it changed in Shadowlands, in order to fly in Warlords of Draenor content, you require an achievement called Draenor Pathfinder.
I took a look at your profile on the Armory, and I could not see that you have completed the relevant achievement.
I thought … this is Shadowlands.
Classes, max level … have changed.
Wrong Trovlak, Draenor (WoD) or Legion pathfinder achievements are no longer required for flying in their respective zones. You just need level 30 + normal flying training from a trainer (SW, Orgrimmar etc).
Hence why I said, “Unless it changed in shadowlands”.
According to wowhead:
You no longer need to earn the achievements Draenor Pathfinder or
Broken Isles Pathfinder, Part One/
Broken Isles Pathfinder, Part Two to fly in Warlords of Draenor or Legion zones. You will automatically be able to fly in those zones upon earning
Expert Riding (or coming into with a character 25-30 who already has flight skill). You can still earn these achievements for the mounts and other perks, but you don’t need them to fly in these zones anymore.

As others mentioned, generally you’re only able to open a ticket ingame for topics that a Game Master is able to help with.
Game play hints/tips is not usually something Game Masters can help directly with, so this is probably why you were being redirected.
In the meantime, as others said here, check if you’ve learned Expert riding at you trainer
Good luck trying to get a response from a human in an ingame ticket. Even if you are online when a Game master decides to respond to your ticket they will just give you a generic automared answer saying they could not catch you online. This really grinds my gears so much. How about Blizzard actually started to care more for their customers andhave the great support they used to have before wotlk? Sure it would mean they need to spend more money on salaries. However people would be more happy to actually get a response rather than the bs automated answers because ActiBlizzard think their customers doesnt deserve human interaction in order to make most profit. If they only realized they shoot themselves in the foot and see subs going down the drain every month…
Dréadw, all your recent tickets have been answered by human support (and with a personalised answer).
With the current global situation you may not always speak to a Game Master ingame while you play - especially if they have all the information they need to resolve your ticket.
Sometimes, unfortunately, Game Masters simply cannot assist with the issue that is in the ticket.
This is the important bit, you can’t do it unless you already know how to fly.
It’s a stupid question but have you already learnt to fly?
I think I know what is happening, if you learnt to fly before the pre-patch at 60, which is now about 25, then you can fly in legion, but since expert flying is now level 30 minimum, this is what, about 75-80 in old levels, you have to get to 30 to fly, which is causing the problems people are having of not flying in content up to Legion.
I have level 25s that can fly in expansions up to Legion. It sounds unfair.
So I have to create a new character to be able to fly on my maxed out character??

I created a bug report in game.
That’s not what I said at all.
If you can fly in Stormwind you should be able to fly in zones up to Legion. If not, open a ticket and ask them to fix it.
If you boosted the character then you need to make sure you have expert flying, if not, buy it. On the character, as flying is not account wide.
You cannot fly in BfA content without doing the long pathfinder stuff.
One more thing, bug reports will not fix your problem.
I’ve been playing on the char since the end of WoD and have every riding skill (I can’t learn more), Legion and BfA pathfinder.
I tried a support ticket, and got s…t for an answer.
