Basically, all gear have item level. Until some soft cap any new item you’ll get will have increased item level compared to your old gear and your overall power level (everything scaled from it, damage done, taken, except pvp)
When you hit soft cap you can increase your item level only by “poweful engram” or “prime engram”, first you get from daily/weekly activities, high level quests and stuff. Second are just random drops from any source (not high chance).
The closer you get to max item level - the slower it gets. But still possible to reach max without even going to raids or doing some super hard stuff (like shattered throne solo)
But there’s also one thing that makes it work in destiny, but probably wont in WoW - even when you hit max ilvl there’s tons of different weapons you might want to use, while in WoW everything is cosmetic

This worked in wow, before they removed all weapon specializations, weapons speeds and all this stuff …
This is pretty much the gear system we have. If anything, the WoW system is a little worse. Almost everything scales to your level, and the rewards scale to be just about your current item level, and past a certain point you have to do weeklies to get random upgrades. The only difference is that, in WoW, you get random higher level items instead of being able to choose what items you want to upgrade.
Incidentally, Destiny 2 is hated for its loot system compared to Destiny 1, and Destiny 1 didn’t exactly have brilliant loot, either.
