Huge lag spikes, 3000 ms while playing

I have had awful lag spikes and high MS while I play since November 29th. I am based in Norway. I have tried everything like flushing DNS and setting google DNS on my router. Nothing helps. But thru extensive testing with WinMTR I found one routing IP address that always lags when I’m playing.

The culprit in routing is this specific IP address: 137.221.65.170

I have been testing it over last week and it’s always 137.221.65.170 that can shoot up to 5000 ms. My mobile Internet routes around this address when I play WoW but my ISP doesn’t. What’s interesting is that when I test 137.221.65.170 with WinMTR while on my mobile Internet it also shows ms up to 5000.
