The last quest in the human heritage armour questline called “Go with Honor, Friend” is not finishable because General Hammond Clay is missing from Stormwind city at the time of the quest turn-in.

I completed it just fine, only a few days ago.
Usually when an NPC is “missing”, its because you have other uncompleted quests that alter either the zone, or the NPC’s phasing.
In any case, bugs are reported in-game, not on-forums.
Just got to the last part, the General is also missing for me.
Have the same problem, just got the last part. Can kneel etc, but the general is not there
and for me same bug
theres a crowd of people on my server with the same issue every time i go back to that location to check if its spawned too lol not sure what to do
