Warlocks -can- use the Arcane. Unless their body is… well, let us say, if the Warlock in question decided to snort too much fel and drink green googoo, he might not be able to use the Arcane.

Well, they were present until Cataclysm - or at least, they were talking about them.
Shame, they were really metal and badass, to be honest.

Warlocks are chaotic spellcasters, seeking darker magics. While fel is a natural conduit for great powers, warlocks are not limited to only harnessing their magic from that particular font, but it is surely the most common. The class preview on the official site had this great line:
Warlocks peer into the Void without hesitation, leveraging the chaos they glimpse within to devastating ends in battle—their greatest abilities are fueled by the souls they’ve harvested from their victims. They exploit powerful Shadow magic to manipulate and degrade the minds and bodies of their enemies. They employ Fire magic, dropping hellish rain from the sky, to immolate the opposition. They summon and command indomitable demons from the Twisting Nether to do their bidding, or even to be sacrificed as the Warlock sees fit, empowering and protecting the dark caster from harm.

Warlocks do not necessarily need to be infused by anything in particular, but they all share the hunger for more power no matter where it may come from. Warlocks can utilize arcane magic, but what’s the point when you can channel a torrent of fel energies to produce much more catastrophic results?

Not entirely true.

It’s essentially this. A Warlock can always have knowledge of the Arcane and retain their expertise. But the more fel you’re corrupted by, the more difficult Arcane is to conjure.
But that still doesn’t eliminate the possibility.

That being said, fel can do just about anything Arcane can do.

I like this qoute, a lot of people think Warlocks are limited to fel/void. They could be using other magics instead, like blood magic or some deviations of necromancy, or Drust magic even.
