Melee weaving is not a thing in Wrath, so whatever weapon with the most stats on it and less “on the next hit chance to…” effects.
Two daggers give the most stats if I remember right.

Also, if you will get back to the thread, you can enchant each dagger with a +15 agility enchant from vanilla, which will make them borderline broken for the first 30-40 levels.
