Hey Eeten,
I checked and confirmed that you do have rank 1 and 2 of Growl. If you use your hunter’s Beast Training ability, it should show them to you and let you teach it to your pet.

In Classic you have to manually teach your pet it’s skills. You also have to learn them yourself before upgrading them. It’s explained here.
