I just did the main quest thinking that would get me to 80 and it didn’t even come close.
I am level 78 now after doing a few delves but I don’t know what to do next?
I got a worldsoul quest telling me to do rumours but nowhere does it explain what rumours are.
I had a great deal of trouble figuring out the pacts to. I just wanna do my weeklys but I can’t find them
Do the optional story quests, I was 80 before even getting through ringing deeps that way.
If you are tired of quests, another option is farming dungeons, which will also probably net better gear.

Skipping all side quests will not get you to 80 by just doing the main quests.
Back go to the previous zones and just finish up some side quests or even while the event is still active, run some timewalking dungeons.
Also, a lot of the side quests provide you with a nice amount of crystals and renown towards your ranks with the 4 factions in War Within, so I’d recommend you try and get them all done on your character if/when you’re in the mood to do so.
A lot of people just dungeon grinded in LFG all the way from 70-80, I did the main questline after i was already 80
Alright so just doing some random quests will get me to 80. But what are these rumours I am supposed to be doing? Can anyone explain that to me? Or is that an unimportant mechanic. I was under the impresion that was my weekly quest
I was 80 before I was in Hallowfall, nevermind Ajz-Kahet.
You’re rushing just the main campaign and literally ignoring everything else and honestly wondering why you’re not 80 yet? 
There are TONS of side quests! Even very good ones
Rumors are if you choose the General for the pact
Also if you don’t have professions yet pick up mining/herbalism you can level up from farming and make gold to boot!
You can do delves with the side quests inside them as an option
Personally i recommend doing all of the side quests at least once.
You’ll get a bunch of unique transmogs from them & bunch of rep for the factions.
Also once you’ve completed every side quest you’ll get a pretty cool hat with a feather on it.

Ok? You need to finish the campaign to do stuff at 80. It makes the most sense to do the campaign and then get whatever remaining levels with side qs dungeons etc
You find an npc and it unlocks a little quest for you nearby that you need to do within a certain time, I believe.
That’s basically it. You don’t have to do them.
The quest for the weekly chest in Azj-Kahet will ask you to do activities in Azj-Kahet. You can buy a map from one of the NPC’s in the Weaver’s Lair beside the renown vendor that will show you the locations of agents that will tell you a rumour, that starts you on a little mini-quest that will count towards the weekly quest. You can also see them on your mini map as you fly around. It doesn’t matter who you choose for the weekly quest, i.e. weaver/general/vizier, you can still do the rumours.
