I double checked both the game Support page and the purchase page. At no point does it say that Timmerunners cannot Race Change, yet I seem unable to race change my Timerunner at this time. It merely says the character is locked and I do not dare try it on another char in case I waste the token.
Is there an estimation about when this issue will be fixed?
I have exactly the same problem with a name change of my remix character - character is locked.
I can just confirm that is worked on my retail character (I wanted to switch names, so I had to do this anyways).
I tried to create a ticket but it seems impossible to go past the bot, that forwards me to faq…

This is not acceptable. First of all, you make absolutely no effort to make this information known to the consumer. I have triple checked - it is not mentioned on your store page, it is not mention on your terms and conditions for race change.
I would not have purchased the token if I had known I could not use it on a Timerunner. More to point, neither your own support pages nor the store page makes it clear it cannot be used on a Timerunner.
Under EU Customer Protection Rules, what is on the store page is what you are selling and what you are selling is a Race Change Token that can be applied to any World of Warcraft Character, Timerunners included.
By Wednesday morning, I expect the ability to race change Timerunners to be implemented on European Realms with the exception if you need more time to fix any bugs related to this. But to have the service entirely closed for the duration will not be something I will tolerate.
I can definitely understand your disappointment and I do apologize for the confusion caused, but making the service available isn’t with the remit of Customer Support I’m afraid.
That’s totally fair, and with that in mind did you try requesting a refund? If not you should be able to do so here.
If you’d like to see character services enabled for remix type events in the future, the best option would be to provide that feedback in the relevant forum or via an in-game suggestion.
While it’s unlikely to implemented for the current Legion Remix, it may be something that can be considered going forward.
