I can't unlock second soulbind, Emeni

In my case I found out that the quest was already existing and forgotten in my quest log. It was called “Find the way” (https://www.wowhead.com/quest=58668/find-the-way ). What confused me was that it wasn’t marked as campaign quest,

This was my issue too. After completing that chain, I could soulbind Emeni standing next to the Forge.
(Completed campaign and renown 28. Unlocked last soulbind, but was still missing this one.)

Hey, you have to complete a quest chain, i think it starts with a quest Rebellious souls
