Hello, I am running into the same problem for 2 days now without a fix.
My entire character is equipped with ilvl 346 gear. But I can’t upgrade it at the Upgrade vendor. I keep getting the same red text that tells me that all my upgradeable items need to be ilvl 346 before I can upgrade them further.
Things I tried to fix it:
-deleted all items and got a new, fresh ilvl 346 piece for every slot
-deleted all rings / Trinkets / Necklace and bought them new from the vendor
-changed specs
-Changed weapons to all different options I knew
-tried different Upgrade vendors
It also seems like I ran into a bug with my achievements. I have the Infinite Power XII achievement, but some of the lower once (II, IV, VII) are greyed out and not completed. Could this somehow lead to this problem? Maybe my cloak doesn’t have the required ilvl, even if it shows 346?
I dont think u can even get other armor types unless they are traded to you, so this seems kinda obvious to not be the problem

Delete char, and then restore
delete all items and got new ones
delete all items and restored from blizz site
some addons, no addons
deleted wtf/interface
Same thing here. Can’t upgrade at 1 character (this one), another one with same items is literally fine tho. Trying to resolve it through support, but answer is taking eternity. Will try to find what causing the issue, but everything is not helping yet
Our developers are aware of an issue for Survival Hunters who are unable to upgrade their gear, when using a 2H sword. If this is your case, you can try to use another weapon if possible.
