i don see the quest ( exclamation mark) above the person.
I only see it if I hover the pointer over the person or a minimap. It only did this on kul tiras maps.
One reason why this could happen is that these quests have become trivial, so are far below your current level. You can revert it back by clicking on the little magnifying glass next to your minimap, and then selecting “Trivial Quests” so that you can see any type of quest.
I’m not sure if that is exactly what it’s causing this for you, as it depends what level you are, but maybe the above helps
