I got a plain letter from the dev team

I just came back to the game and had this plain letter in my inbox:
we’ve supplied you with a whole new set of high-level gear. but attached you’ll find all the old items and equipment you once carried

• the wow dev team
  from, (my character name)
  wow is trolling me or what?!

Did you use a level boost on a character?

It’s just the standard letter you get after a character boost.
Maybe you bought one a long time ago and never checked your mail for it?

Or maybe it’s just a bug in the system, but I would hardly call that “trolling” you.

I would concur that it’s all your own gear send to you in the mail after you use a character boost. The character boost gives you a gear set so that you can actually play the game at the boosted level.
