Since we can only do 1 difficulty of a raid per week and get a lockout for both but every piece of gear in ICC is an upgrade even from the Normal Difficulty, are we going to have Normal items drop on heroic too?
No, you “only” get heroic level gear for doing heroic.
You don’t also get all the normal gear ontop of it.
But I also don’t think the vast majority of guilds will be clearing all bosses on heroic on week 1 anyway, so you’ll see plenty “normal” ilvl loot I’d guess.
No, if you want normal loot you do normal. Easy.
Yea but don’t you think it’s stupid if you let’s say kill Lady Deathwhisper on 10 man heroic and Whispering Fanged Skull doesn’t drop then you’re saved for both heroic and normal. So you don’t have a 2nd shot of getting it on normal for no real reason because you’re getting saved for both difficulties these days.

You can switch difficulty mid raid on diff bosses.
In Togc you are either Normal or Heroic and can not do both. So we already have that.
My guy, you were never able to do more than 1 ICC per raid size in the original, why would that change now?
Are you trolling bro? You could do normal then heroic so u have 4 raid lockouts a week of ICC. But Blizzard changed it now but forgot to let you get normal loot from heroic raid. As an example when you do Beta Heroic Dungeon every boss drops loot from Beta/Alpha/Normal heroic difficulties. Why can’t we get it in ICC? We’re basically getting robbed of items.
No, this was ONLY the case for ToC.
It was NEVER the case for ICC where you had the heroic toggle inside the instance.
What you’re worrying about has NEVER been a thing.
