I see this is a blood only skill in Shadowlands?!

strange, i still see all 3 specs learning IBF at lvl26
can you provide a link to the wowhead article or page stating that icebound fortitude will be only available to blood Death knights?
All I can find is that it is available for all spec :
[shadowlands.wowhead] /spell=48792/icebound-fortitude
When I last checked on Wowhead and on the Shadowlands streams I saw IBF on the spec part of the skill book.
Now I saw, on Wowhead, that it’s still written as a spec skill but all the specs have it.
It might have been my bad, but as I know BLizzard and DKs it could happen!
Where do you see blizzard hating on Dks, or any spec. Why do people still saying these things -.-
