after a few tests and observations (ofc not by help from blizzard support after sending multiple winmtr,traceroute,msinfo,etc files) i found out my problem was my LAN connection to router (ethernet). previously when i checked for driver updates, stupid windows device manager told me that my PCIe Gbe controller driver was up to date. but after i installed driver update softwares like DriveMax and runned a scan. it shows that my driver was outdated. i updated it and now my problem is fixed. hope it helps you.
also this is the way i found out my LAN connection was the problem. i unplugged the LAN from router and then connected to router wia Wi-fi on my phone then shared the Phone internet with PC by USB tethering (basically the router internet but not trough direct LAN connection) and saw that no DC happened in game. also you can ping your router when in game and see if a time out or general failure happens when getting DCed from game. that shows its same problem as mine.
