If i have 2 characters , both have 5000 rep with a certain faction, will warband make it so i have 10.000?

havent played beta but my best guess is its the one with the highest rep

It will be 5000. Shared reputations use the highest value a character in your Warband has achieved:

When you have a Warband reputation, any progress you make on one character will be shared across all characters. Reputation rewards are also unlocked for all characters. Once a reputation is converted to be Warband-wide, the progress will display as the furthest any character has achieved.

Warbound until Equipped gear :dracthyr_blob_dance_animated: can be freely transferred between characters. I am so happy for this. GW2 has it since 2012. WoW may get it 12 years later but I am quite excited about it.
