I think in BFA it might have, not sure. The tooltip says “…reduced damage to secondary targets” so was just wondering if the “primary target” damage carries to a newly switched-to target as well

Not sure, but knowing how the game works its probably stuck to the target you had when starting
This is not 100% sure but as you can use/cast eyebeam without target then its not being cast on a target. Meaning swapping target makes it your primary.
What i do wonder though if you cast it without having ANY target while directing it to a target, every mob inside your beam counts as secondary?
I believe this is the case
I can confirm that changing the target midcast works. You can easily test it in open-world on mobs with low HP. I often do this on 2-4 targets so they all die at the same time.
