Nvm not relevant anymore.
The quests for 50% exp buff are still there, just not for lvl 30 for some reason. However once you hit 40 you should automatically get the quest( at least i did on my monks)
Also, the quest is available daily even at lvl 30, you just have to go and check it. I mean, if you lvled to 30 in the same day, you will need to check the next day for the quest. 
I feel like it’s a bug, but for the sake of 10 lvls, im not really concerned much :o
