Ilvl 400 Azerite Pieces: Cannot reforge Azerite Traits

I have multiple characters with an ilvl 400 azerite piece of gear. Upon wanting to change spec along with my azerite traits, I am being told that there are “No power choices to undo”.

E.g. There a locked-in trait (Pulvarizing Blows) in the 5th outter ring for my Fury Warrior. I place the ilvl 400 azerite helmet into the Reforging window and am given the “No power choices to undo” notification.

Is anyone else having this issue?
