Hey, i was leveling up my item level and decided to google an average item level for 120 to kinda know what to aim for and most people where saying stuff like 800 or 900 but mythic uldir only drops 385+ and so does mythic 10+ and every time i have inspected someone i have never seen a piece of gear higher then 390. Can someone explain please. Thanks.

8-900 was where we were at before the pre-bfa stat squish.
Nowadays...
340+ is fine if you aren't into hc raiding or m+.
But there is so much free loot out there that I would bet there are players who haven't stepped foot into Uldir or an m+ and yet still have an ilvl of 365-370.
If you're looking at m+, you probably want 335-340 to start +2 (less if you're in a guild group). But if you're dps, you won't get invited into any groups at that level...

Basically what above the poster said, but I'd add that +2 is perfectly doable at 340, but as they said you won't get invited to most random groups for it.
You can easily create your own group, that's what the group finder is there for. You can set your own ilvl limits and what you want.
As noted, Item Levels above 500-600+ (we will probably get close if not 500 before BfA ends though...) were before Battle for Azeroth launched. Prior to this we had Item Levels in Legion that went above 970+ for gear and 1,000 for Legendaries.
Nearing the end of that expansion we had an Item Level squish that resulted in prior expansions now being in the 1 to 250 item level range with BfA gear starting to come in around 250+ (very low item level) to 385+ (currently best item level gear).
Just in case you are also wondering, nearing the end of Legion our stats had become pretty big and characters had anything between 2m to 8m+ HP for DPS at 110, with tanks going above 10m+ HP. So stats and damage numbers were also squished, so things make more sense for you if you see prior videos before this happened.
