They are not. They come with 8.1.5.

Nooooo aw that’s rubbish I was sure it was meant to be with this this is bananas that they haven’t released them to give people stuff to do between the massive patch gaps.

Unlocking the Race
Kul Tiran Humans are slated to be released in Patch 8.1.5 , as the new raid, Battle of Dazar’alor, is what really creates the bonds with the Kul Tiran Humans and the Alliance. Below, are the requirements to unlock the race:
You must have the Battle for Azeroth expansion purchased.
Proudmoore Admiralty: Exalted with Proudmoore Admiralty may take several weeks to obtain, as you can only earn a limited amount of reputation per time with World Quests and Emissaries. Reference the Proudmoore Admiralty Reputation Guide for details on how to obtain reputation.
Tides of Vengeance: You will also need to finish the War Campaign–both the 8.0 and 8.1 components. The Battle of Dazar’alor raid is not required.
A Nation United: Complete the major storylines in Kul Tiras zones –
Loremaster of Kul Tiras,
The Pride of Kul Tiras, and
A Nation United.
To roll a Kul Tiran Human on a server, you must already have a level 110 on that server.

That’s just silly it would work with them being released after doing the raid. It would make sense for them to be out nowish.
It seems strange that they were one of the expansion features and still not available 6 months later

I rarely complain about wow (it has pros and cons), but streching Zandalari and Kultirans for this long, while also being one of expansions main selling point, is too much.

One thing I haven’t quite really understood is what 8.1.5 consists of besides allied races
I can see why players feel aggrieved. Whilst most of us may have seen the information regarding the release of the Kul’tiran and Zandalari races, newer players may not.
On the official BFA pages (links below), that advertise advertise BFA and the new races, I see no dates, disclaimers or anything to suggest you can’t play these races until a given time, except for “Coming in Tides of Vengeance”. Are we not in that time-frame now?
It clearly advertises the new races and declares availabilty in Tides.
If you advertise and market a product with given features in a particular time frame, you should deliver on it, or redress the issue if you are unable.
This is another example of the community, the paying community being failed without a decent response from Blizzard.
I personally have no favour for the new races, due to personal availability of my time to play another alt.
But I do think those who have bought a product based on what was marketed to them, are within their rights to expect delivery.
Am I wrong? Discuss please in an orderly manner.

Thanks for your comments. It really is rediculus, is there any rumours or release date? They clearly arnt sticking to the 77 days from legion.
Yes the rumors is they will be out in 8.1.5. Next patch that includes the new small raid and other stuff.
