After I leveled to 70, I was suddenly unable to use stealth on this rogue. I tried resetting my talents, importing different builds and changing specs, relogging multiple times, and reloading the interface, and I still can’t use stealth and vanish. Both icons are grayed out like I don’t know the abilities, and it’s the same when trying to use the abilities from the action bars and the spell book. It’s still going on after a whole day since it started happening.

I had the same yesterday while doing a world quest down in the gnoll area. Stealth and vanish grayed out even when out of combat and with no debuffs.
Using hearthstone back to Valdrakken fixed it for me, you could try that.
There was something strange going on after the talent reset yesterday, first time I died it used the “cheat death” talent that I’d had before the talent reset, but I lost that talent during the reset and didn’t re-learn it.
Just tried it again now and I’m still getting the “Cheat Death” debuff when I die, even though I don’t have the talent. Not sure if the full effect of the talent is working or it’s just the debuff that appears, but either way it’s another bug.
Could not stealth or vanish in Imbu during world quest.
I’m seeing the same problem. Can’t drop into stealth in Imbu during the WQ. As soon as I leave the area, it starts working again. Really annoying bug for rogues, lowering survivability to almost 0 in those areas.
No comment from Blizzard? It’s still an issue almost two weeks later.
