Improved Slice and Dice not working

Hi all, doing combat for my 33 rogue and i added 3 points in Improved S&D, yet the tooltip or the actual buff display still say the normal duration, it is no way near. For example i do a rotation like CS+S&D and i expected 12s + 45% yet the buff display is still 12.
Anyone tested this?
