How come we can only report people for 2 options.

I just clicked it on someone at random in valdrakken and it gives me these options:

I was attempting to report a botter, I was flying through a zone last night, and stopped to grab a quick bio break, landed saw a dude flying through the air without a mount and teleporting too, was going to try and report him, but there was no option.

I have also screenshotted the options I get if I select a random player
Which then each become:-
Solley did nothing wrong and was not reported for anything. Just a random player I saw in Valdrakken to see the options.

These didn’t come up for me 
I only had 2 singular options and no other selections.

There are 2 different report options that lead to different options in the list.
Is that new? I’ve only seen the options in the first picture and it’s never taken me on to add the info in the other pics.
Those are main two options .if you choose one then it gives you further sub options .if you follow punyelf pics you will get there
Maybe you should have hidden those names.
