Heritage armours are made to Rappresent the Race in it’s core. They are like a Customisation option for the Race that can use it, just that instead of being on the Model of the Character, it’s on the Mog.
Who’s to stop a bunch of adventurers from loot your wardrobe?
And who’s to stop warlocks from casting frost spells like mages? And who’s to stop mages from wearing warglaives ? And who’s to stop humans from stomping like taurens?
Like Robokiller said, it’s like a customization for your character. These armors are meant to reflect your race’s culture, and often have a deep meaning behind their acquisition.
For instance, there’s no way orcs would let anyone that didn’t go through the Kosh’harg wear their ancestral armor.
So yes, we absolutely need to keep these race-locked, because we need every crumble of race-specific customization that we can find.
Judging from Grom… He’d totally let night elfs wear it.
Gameplay restriction. Could have gone like FFXIV and let one player swap freely between the different classes. After all us the player is a special case and a power house.
What’s the difference between a wooden stick, a piece of paper or a blade that enhances your magical power? Mages don’t need to hit with the weapon, only use it as a catalyst assuming it is magical in nature.
Meanwhile warriors, monks, rogues and hunters should have been allowed to wear warglaives. Especially night elves since it’s their signature weapon.
Well, a human warrior can stomp quite well.
The new ascessories in character creation is extra customization for your character. The Heritage is not. It’s just armor with certain flags deliberately removed.
And this game has that. In plenty, since it’s inception. Most of the WoD armors were either orc or draenei themed. BFA Troll and Kul’Tiran themed. MoP Pandaren and Mogu themed.
It wasn’t until heritage armors that this suddenly became a “problem” that people got to chose what they could wear, for the most part. Still the arbitrary restrictions with armor weights that the devs themselves love to break.

And if wishes were horses… it’s a pure traditional orcish celebration, AND it’s also 100% rooted in shamanistic lore (which elves aren’t part of), so you’re reaching quite a lot here.

Yeah, after all what’s the difference between a warrior with a long sharp sword, and one with a wooden staff amiright? It hurts just the same, right? Surely Illidan made a huge mistakes by not dual wielding staves, and druids should definitely start using 2H swords, right? Because it ab-so-lu-te-ly would make sense. Not.
Look, I don’t even know why I’m trying to talk some rp into someone that clearly sees no value in its preservation.
