10 Levels, give or take one or two in both directions.
So, average lvl 20 group and somebody with lvl 30 or higher and the exp will be reduced. The higher it gets, the lower the exp.
People are so paranoic that when I came to party in dungeon1 lvl above instance my group calculated all exp afraid that they won’t get xp

You still can pay but you won’t get boosted.
The issue with this change is it damages the genuine boosts for friends and guildies.
I propose a suggestion where Blizzard implements a further check to see if the players in the party are either in the same guild for a certain length of time (or another character of a higher level in same guild), or a realid friend for a certain length of time - if these conditions are not met then give no xp - this would stop this boosting for gold easily instead of impacting genuine players.
I personally get enjoyment out of helping friends and guildies on their alts, and this distroys that enjoyment.

This is legitimately affecting groups trying to do dungeons, someone in my guild got kicked during a BRD where he needed quest that were green. Just because he dinged early on, which ruined the exp for the group. That is a flaw in their implementation.
Sure it is bringing more life to the leveling experience, but if anyone think this is “good enough” they are kidding themselves, Blizzard just took the solution that required the least amount of time to implement, instead of doing something that wouldn’t punish normal groups.
