Does anyone know how to create a petition to get an in game gravestone for a player who has passed away ?
There isn’t a way, only famous people get one.
And former developers who died while working for Blizzard.
This is not, strictly, true. There are memorials to people neither particularly famous (in the conventional sense) nor Blizz devs. I’m thinking, as an example, of the young lad who was a real WOW fan and who unfortunately died from cancer.
Blizz invited him to their HQ and did all sorts for him. He helped design a quest and you can hear his voice in-game still. It’s in Mulgore, and the quest is to help him find his lost dog.
But, having said that, I think Blizz would not just do it for anyone and there would need to be good reason behind it. You’d be best off to contact their European PR person - you can get his EMail address easily on Blizz’s website, so I don’t think this is controversial to post here: https://blizzard.gamespress.com/en-GB/team

But yeah if they’re not famous or know someone at Blizzard then you need to have at least a somewhat known guild all asking for it, then they might really consider it.
There are a huge amount of unmarked gravestones so it is possible for a lot of people to be memorialised ingame but Blizzard choose not to. A person has to be special to more than their family to be placed ingame.
@Chronormi yes, I think it was Make-A-Wish but I’m not certain of that.
The point is that there needs to be a good and/or special reason for Blizzard to do this, but it’s not solely based on being famous or a Blizz developer as others have stated - there might be other reasons and we’re not party to the reasons the OP might consider it worth petitioning Blizzard.
Why not hold your own memorial for the player in question.
We did this for a friend, it was an amazing way to say one final farewell.
Blizzard rarely ever recognises anyone in game. It’s not surprising really considering how many people play the game.

"To my knowledge this legendary mount was brought into this world for a little boy by the name of Ezra. Ezra and his father liked playing World of Warcraft together and at the age of 10, was diagnosed with a brain tumor. While in the hospital in chronic pain, Make-A-Wish Foundation visited him, where he then asked to visit Blizzard saying, “…maybe they can make a character or we can do fun things!”.
Blizzard fulfilled this little boys dreams and brought him and his father to the HQ of the gaming giant and gave the kid the wish he asked for, and then some. He designed his own quest where he voices a Tauren (the only one in the zone right after the Tauren starting zone (1-6) where you help him find his dog.)) He sounds like no other Tauren and Blizzard input his voice into the game. Not only that, but they created a PvP bow for the young boy, that I believe had a quote that stated “… crafted by ezra” or something to that nature. But to make this kids dreams sore through the sky and have him forever live in infamy, they created the most unqiue mount for the little boy, Ashes of Al’Ar.
Sadly, the boy passed away at the age of 12, but his legacy continues in-game with his own character, own bow, and own mount. A mount so sought after that people have been farming for weeks, months, even years. "
I’d never heard any of the Ashes stuff but the quest with the dog I did know of:-

Can remember Brig’s ingame send off, was a privilege to be part of it. Now i know the back story of Ashes, that mount of mine feels even better. Must try and revisit that quest again some time
