Include TWW Tier 2 Set bonus as baseline

TWW Tier 2 Set bonus has been unbelievably fun to play and made the spec have an amazing flow both in PvE and PvP. Literally one of the best if not the best Tier Set designs ever made.

Please consider adding it as baselien or at least in the talent tree while removing some other redundant and unfun talents.

Which spec? I think they are all pretty bland other than making you burstier which I do like I suppose
