Normally this happens when there is a patch that you need to download, that you haven’t. This usually happens when you open the launcher, and then press the “play” button before the launcher has time to check to see if there is a patch available. Sometimes, if the patch servers are busy, it might take a while for the launcher to “see” there is a patch available.
I’ve found that leaving your launcher open for a while, without launching a game, allows it to find the patch and download/install it. This particular one was a pain because it happened at fairly peak time, so we had guild members who had to wait over an hour for the patch to load and install - one missed the majority of our raid because of it. I’d imagine the patch servers were overwhelmed.
